To make room for a larger user base and encourage activity I was thinking of something like...
Front Page The standard universe is separated into continents.
Continent Forum In the continent forum, threads for different cities can be made just like they are in the Ultimate universe now. These are all in the same universe so moving from one to another are possible, but there is still enough room for there to be isolated events.
Ultimate Universe Ultimate would be the same, just a bunch of threads involving locations that are relevant to the plot.

This seems ok but there's no reason why Ultimate can't have the sections either. I'd reduce it to a larger continental base though, so we have Eurasia, Africa, America, and Australia & Surrounding Islands.

Ultimate can have the same sections, I just figured that Ultimate was smaller and more concentrated, enough to where only a small amount of threads would be needed, and only those that are relevant need to be made by the GMs.
